Why do I keep getting this 'Site Base Settings' Page?

So, I was just checking in on the forum, like any other day and this showed up;




I reloaded, and everything was fine for a few minutes until it repeatedly came up again.
I'm not exactly sure what it means. I haven't done anything bad on/to the site to my knowledge, and it greatly confused me that I would recieve this.
If anyone could explain, that would be greatly appreciated.
