The ceremony took place on a warm spring evening on the platforms of the Pixie Dust Tree, the leaves whispering and flower petals drifting slowly in the wind.

Clover could see the shimmering waterfall of pixie dust flowing steadily before her. Slowly, the air itself began to shimmer and take the shape of the Queen herself.

Then Queen Clarion began to speak to the gathered crowd, and to Clover herself.

"Fairies and Sparrow Men of Pixie Hollow, we are all gathered here today to witness the founding of a new ministry!

The story that begins this endeavor is one we have all experienced, and I now confirm.

At the beginning of this spring, the animal fairies in charge notified me of a peculiar occurrence.

The animal populations seem to be in decline, and in particular, the Dragonfly Sector has seen a 16% decline in population.

As fairies who do their best to bring balance to the Mainland, this is of great concern to us all.

Losing them would be devastating to every talent.

But alas, knowledge is power, and at present, we do not know much about the reason this decline is occurring.

By the grace of the Second Star, The Minster of Spring along with our dear Animal mentor Fawn have suggested a lasting solution: 

to establish a ministry solely for the purpose of Animal Research. This is but the first step in finding a solution.

If we locate the source of the issue, maybe then we can restore balance.

And so, after careful consideration, I have decided to appoint one who has expert knowledge of the Dragonfly Sector.

Clover Diamonddrop, approach and receive the proclamation."

Clover walked forward to Queen Clarion slowly, her head bowed respectfully.

She extended her hands to receive the scroll the Queen held in her hands.

The scroll itself was tied with a red ribbon and sealed with golden wax.

The symbol affixed on it was that of a solitary dragonfly centered in a crowned royal shield.

This was to be the official symbol of the Ministry of Animal Knowledge.

Queen Clarion gently placed the rolled scroll into Clover's hands.

"With this proclamation, I appoint HRH Clover Diamonddrop, Minister of Animal Knowledge!"

Clover turned to the applauding crowd as her pet dragonfly, Dash Dash,  zipped joyfully through the air.

She now had a mission: to help restore the balance to Pixie Hollow and the Mainland.
